From my opinion Network+ is more valuable. Network+ will give you the knowledge networking basis and in case of personal choice also net+ is higher. You can take server+ for the good basic of Server hardware, software and understanding of SCSI, configurations but Net+ will provide you knowledge about Network toplogy, cabling, the OSI. And this exam is easy to pass and more useful. So, i would recommend you to take NET+ first.
