It is good practice to do bachelor first then CCNA, however it is not compulsory or prerequisite for CCNA Certification. However, according to some job requirement you must be graduate to get JOb

Assuming you are CS graduated then achieving CCNA certification is good start for your career and it all depends upon the requirement of organization where you are intending to apply , remember! its not experience that matters , knowledge and skills are matters too.

Although graduation is not compulsory but today most of CS graduates having such certifications that made difficult for others
